Corporate Internet Access Using Commercial Networks procedure

Section 1 - Preamble

(1) This Procedure is effective from 14 May 2015.

Section 2 - Purpose

(2) This Procedure documents the requirements that apply to having Corporate Internet Access via a Commercial Network on non-University owned or leased premises.

(4) This Procedure is pursuant to the Information Technology Services Provision Policy.

Section 5 - Procedure

(5) Provision of Corporate Internet Access using a Commercial Network on non-University owned or leased premises, including staff members' private residences, is subject to the approval of the relevant Head of Organisational Unit and the Chief Digital Officer or the Vice-Chancellor. Approval will normally be given for one (1) year, where:

  1. a staff member has regular out-of-office duties and/or travels regularly on University business, and/or
  2. a staff member has security or operational responsibilities that require immediate internet access, and/or
  3. an operational activity requires internet access outside the University's network boundaries.

(6) To obtain corporate Internet Access using a Commercial Network, staff members must complete the Application for Provision of Corporate Internet access using a Commercial Network form and submit the form to their Head of Organisational Unit and to the Chief Digital Officer for approval. The completed form must then be forwarded to the eSolutions for processing.

(7) All Internet Access Using a Commercial Network will be connected via the University's preferred supplier (Telstra), unless a Telstra service is unavailable in the area. Staff members must not transfer their plans to another provider unless approved by the Chief Digital Officer.

(8) eSolutions will arrange for the purchase of an approved service (see Telstra website).

(9) The organisational unit will pay for the cost of purchase, installation and ongoing usage costs of the service.

(10) Staff must not upgrade their plans without approval from the Head of Organisational Units. Once approved, staff members must contact eSolutions to arrange for the change of service.

(11) Staff will be required to complete Fringe Benefits Tax (FBT) forms nominating the percentage of personal use that the service will be used for.

(12) Staff must use their Internet Access Using a Commercial Network as cost effectively as possible.

(13) The Director, ICT Service Delivery will review provision of all Internet Access Using a Commercial Network at least annually.

(14) Staff must return any mobile devices to their managers on termination of their employment. Charges incurred as a result of non-return of devices will be paid for by the organisational unit.

(15) If a staff member transfers to a new organisational unit, the approval of their new Head of Organisational Unit will be required to continue provision of the service. Each organisational unit must provide updated billing information to eSolutions.

(16) Staff must report lost or stolen mobile devices to eSolutions and lodge an incident report via the Corporate Finance (Insurance) website.

Section 6 - Definitions

(17) For the purpose of this Procedure:

  1. Internet Access Using a Commercial Network: fixed-line or mobile broadband internet services, wireless modems or wireless data subscription services using commercial telecommunications networks, excluding telephone line rental, call charges or voice-related services.
