Changes made to clause 14 to reflect

* a shift in emphasis in the new Higher Education Threshold Standards 2015 (commencing 1 January 2017) from inputs to ensuring the achievement of

learning outcomes

* the progressive shift in focus at Deakin from course delivery to better assessment and feedback and improved live-stream delivery to optimise the
